Recently, Jingzhou Municipal People’s Government issued the Notice of the 2020 Government Investment Plan for Central Urban Area, which specifies 283 investment projects in 2020 for central urban area, totaling 18.187 billion yuan, involving 8 major areas, namely, urban roads and supporting facilities, ecological restoration and environmental governance, old city reconstruction, landscaping, urban management, cultural protection, and planning research.

Among them, 183 are newly added projects with a total investment of 5.652 billion yuan in 2020. 100 are previous projects which will be further invested in 2020, totaling 12.535 billion yuan.

From the perspective of project types, urban roads and supporting facilities, ecological restoration and environmental governance will gain top priority. There are 119 urban roads and supporting facilities projects with a planned investment of 7.664 billion yuan; 51 ecological restoration and environmental governance projects with a planned investment of 5.087 billion yuan; 31 public construction projects with a planned investment of 3.359 billion yuan; 3 old city reconstruction projects with a planned investment of 424 million yuan; 17 landscaping projects with a planned investment of 483 million yuan; 43 urban management projects with a planned investment of 730 million yuan; 11 cultural protection projects with a planned investment of 392 million yuan and 8 planning research projects with a planned investment of 48 million yuan.

A total of 18.187 billion yuan for the investment of central urban area projects will be raised by the city, districts and relevant departments. Specifically, 12.031 billion yuan come from the municipal level (fiscal investment: 3.104 billion yuan; World Bank loan: 420 million yuan; PPP construction project: 5.626 billion yuan; area investment: 754 million yuan, subsidies from upper levels: 802 million yuan; enterprise investment: 795 million yuan; fund from departments: 530 million yuan); 6.156 billion yuan come from the district level (1.637 billion yuan from Jingzhou District, 891 million yuan from Shashi District, 856 million yuan from Jingzhou Economic & Technological Development Zone, 1.959 billion yuan from Jinan Cultural Tourism District, and 813 million yuan from Jingzhou High-tech Industrial Development Zone).

Major projects that are of concern to many citizens are given top priority in the investment. For airport access, a lot of projects will be launched such as the construction of strong current pipe ditch of Fuxing Avenue (Shagong Expressway to Shanghai Avenue) and navigation function addition project of Jingzhou Civil Airport. For city road connection, projects such as road construction and drainage of Wuwang Avenue (Jingsha Avenue to Jiangjin Road) and Jinxiang Avenue (Lvgu Road to Erlianhaote-Guangzhou Expressway) will be carried out. For ancient city protection and business environment optimization, a bunch of major public removal and construction projects will be accelerated, including the Party School of the Municipal Party Committee, the home of citizens, and the archives. For Ten Major Battles for the Greater Protection of the Yangtze River and according to the rectification requirements of the central environmental protection supervision group, the construction of Jingjiang Avenue will be completed, the construction of Liulinzhou Ecological Park will be launched. The PPP project for the comprehensive improvement of the water environment in the urban central area will continue to be carried out. In addition, ecological restoration and environmental improvement projects such as the drainage connection projects of north Jingzhou District and north Shashi District will continue to be implemented.

At the same time, a multitude of projects for improving people's livelihood such as relocation of the funeral management office, urban dead end roads renovation, urban emergency shelter building, parking lots building, old community renovation, toilet improvement, and garbage sorting will highlight the investment. With the goal of building a convenient city for the people, those projects are bound to meet the needs of the citizens and improve their sense of happiness.
